Clio 3 rs 197 compression

Hi my name is George...
I am from Greece
I own a stock rs 197 clio
A year ago i refresh the engine
I change all gaskets,piston rings,crank/rod bearings,refreshed the cylinder head and valves.......after rebuilt the car have lowered power and at 3000 rpm rattling after 4000 engine stop rattling but produces lower power than usual.......
Can anyone help?
Also the compression is low to all cylinders.......120 psi
What is wrong?

Timing out? did you use the proper tools and procedure for setting the cam timing?

The garage that make the rebuild has the cam keys and make everything about timing.....i think

That's where I would start, lock the engine at TDC and pull out the cam caps and see how the camshafts are sitting.
