Costs of running a valver?

The car I was looking at BTW was this one here:

But as I can't go and see it first I think i'll play it safe and not bid. Does anyone know - if an item on ebay doesn't meet its reserve but the seller decides he is willing to sell it at the finishing price anyway is the highest bidder obliged to pay?

no not if it hasn't met the reserve, as far as i know.

OK, I wasn't sure if it was only the seller that had the right not to sell if the reserve isn't met.

What do you think then - should I or shouldn't I? I can't decide LOL.

I've now gone through my finances and it wouldn't actually cost me that much extra buy/run/insure the valver compared to my RT so I think I may bid on it.

I'll not pay till I have viewed and check the car though - I wouldn't be able to insure it until December though - it would be torture if it was sitting on the drive and I couldn't drive it.

Looks quite good, i'd be worried about not seeing a pic of the driver side rear arch though -it may be rusty.
Also it says all mot's from its first one in 1999 - i'm sure the 3 years from new bit wasn't around in 1996 ?
also the grill isn't painted - it could be that it had a whack & they could only get a non colour coded one for it - why else would you swap the grill ?

I've been e-mailing him again and he says payment would have to be made before collection as it would be a couple of weeks before I could get down there to pick it up. I really don't know what to do as it looks and sounds in good condition but you never know for suretill you see it. If he had said that I could just pay when collecting then I was going to go for it but I'm not so sure other wise.

Cat171 - I've asked him about rust and he says that there isn't any rust on the bodywork at all. As for the MOT thing from 1996 I think it was in place as I seem to remember that my dad didn't have to MOT a Pug 406 he had until a couple of years after he bought it (it was a 1996 Registered car).
