crackling noise

hi i have just got a 2002 clio 172 and when the key is terned what ever this is it makes a crackling buzzing sound so first off what is this

the dots by the window is the main culprit if anybody could shed some light on the meaning for this would help also how to fit it would be up there to thanks carl

Climate control sensor i think its called, flat head screwdriver on the light bit, pull that down then get your hand in where the light came out and pull down, take the fan out and clean it, or order a new one.
