17's on my mk1 at the mo, but want to go to 15's. When I do, what is the lowest I can go and what suspension is the best for the car?

You could probable drop it 50/60mm, you may get a bit of scrubbing if your cars not a 16v/Williams but some people dont have problems, others do. Best to get coilovers

how much do you think they would cost and where would be the best place to get them from m8?

try www.k-tecracing.com. Coilovers are about £300 but they do do some cheaper lowering kits on there
