De-wiper problems

Hey guys,

Tried to dewiper my car today but after getting the nut off the arm itself just seemed to be siezed on. now there appeared to be some rust which i managed to carefully chizel off but i still cannot get the arm off.

Just cursious if anybody has encountered this problem and has any ideas as to what i could do. obv i want to be careful to not cause any dmg.
