Developing a basic android ios app

Morning technical gurus!

I need an app built for work, basically I want to be able to take a detailed picture, annotate it (text and pre defined symbols that reference a word) and attach it to a static form that we complete and then save and email.

That doesnt sound that hard, is there any app maker for dummies programmes out there. Otherwise I'm going to have to pay a dev company to make it.
