Find a VIN number from a number plate

Hey folks,

Is there a way to find a VIN number from a number plate at all?

I bought a bike last year but when the seller took down my details he must have written my address down wrong so I never received the V5. I'm just filling in the V62 now but it asks for the VIN but it's extremely difficult to see on the bike as it's made with small holes but there's a bit of rust so I can't make out all of the digits.

I'm trying to tax it you see so I should have done this months ago
