fitting HID to standard lights

HIDs in standard reflector headlights don't make the correct beam pattern, therefore they shouldn't pass an MOT.

From the government:
http://www.dft.gov.uk/pgr/roadsafety/drs/hidheadlamps

They are not illegal provided you buy the headlight unit also and not just the bulbs as the reflector in the original head lights break the beam up of the HID and causes it to not be focused any more and can dazzle on coming vehicles

Just to make this clearer, they are illegal if you do not have:
-Projector headlights (Rather than reflective, like the Ph1 non-sports)
-Headlight washer jets
-Automatically adjusting headlights

So even just buying the Xenon headlights from a 1*2 means they would still be illegal
