Freeing off a rear load sensor

Hello, failed my mot Friday due to the rear load sensor being seized, so i need to free it off.

That bolt at the bottom, does that need removing to free it off as that looks like its holding the arm on?

Does it pivot off those 2 pins at the sides and how much should it move once free?

You have a 172 Cup, the rear brakes hardly do anything. The MOT guy doesn't know that.

I'm not sure, I just know that most Cups fail MOTs on rear braking.
