I'm not sure think it's located where the driveshaft goes into the gearbox.

if it's the diff circlip, then it normally damages the groove it sits in, so even a new circlip wont stay in place for long. Only solution without removing the box it to weld the circlip in place, but i wouldn't see it as a permanent fix

is the diff circlip the one that the driveshaft goes into then? if it is that then does the gear box not need to come out?

I had this on my old R19, VERY annoying, happened to me about three times. it seemed like this circlip was the wrong one fitted and it also damaged the groove it sat on.
To reach it you have to drain the oil and remove the driveshaft.
Permanent fix? new diff (or Gbox? I'm not sure) if the groove is gone. or a new circlip if not

is it not possible to have the circlip welded in? if so can this be done with the gear box still in the car, or will it have to come out?
