whats the best and easyest way to remove paint from say a wheel so you can polish it up?

Paint Stripper, I use Nitromorse before we Polish Bike and Car rims.

sandblasting is probably the easiest and least labour intensive
if you have the means to do so that is

Problem with the above is it can pit the metal making the polishing more time consuming.

so to get a say polished lip sand it all down then nitromorse it?

I don't bother sanding it. Mask up the wheel and paint strip the rim.

na, wrap some wet and dry (coarse to satrt with) round a flat file and go mad, use finer and finer grade as you go
