Help wheel fitting problem

Well earlier today i got my tyres changed on my alloys and i decided to fit them myself when i got home. So i take off my old wheel and try to put on my new one and it doesnt seem to fit on the hub very well. ie. it will go on a little way but wont go any further, so basically its only 3mm onto the hub. The wheels are PH2 172 wheels onto a Mk2 Ph1 1.4.
Do i need to hammer them on, as it looks like they should go but are a really tight fit. Is it safe to hammer them on?

they've not got a plastic spacer thing on the inside have they?

Hmmm they should fit, was this on the front or the back??

i tired both front and back, didnt want to go on. Theres no plastic spacer that i can see, just looks normal. Are they meant to be a really snug fit?

Maybe a little but not tight enough that you cant push them on.

hmm im stumped then, i'll have another go tomorrow. its a bit annoying tbh
