HID confusing problem after installation

Installed my 55watt 8000k HID kit the other day and sometimes they do not come on at all when switched to on position, checked all connections and are all fine and works fine on battery, I have to turn them off and on a few time till they decide to work , what could this be??

multimeter on ballasts may explain this - at least this would be my first thing to check
