My sister had money held for concert tickets, She was receiving the money, Once she gave a tracking number to paypal and contacted the buyer, Once tickets where received money was released.

I think they can hold it for up to 90 days or something until the buyer confirms it was a genuine payment, Or the goods are received.

If its a high risk sale (eg mobile phones, tickets etc) then PayPal holds the funds for 21 days OR until the buyer leaves positive feedback.

Happened to me, the wanker left feedback on the 20th day. Prick

I have sold about a grands worth of stuff recently and they have just done this to me. It's to stop people selling shed loads and running off with the money. Post it promptly and make sure the buyer knows to leave feedback asap, that's all u can do

I sold some things, and it held the money until I received feedback from the buyer, although a few buyers haven't given me feedback, so it was released after 21 days.

Quoted from Paypal:

Why:
Why is my eBay payment being held by PayPal?
PayPal and eBay are working together to make the marketplace safer for buyers and sellers by helping to ensure successful transactions.

PayPal will hold payments in transactions where the vast majority of seller fraud occurs. Here are the most common instances in which a payment may be held:
You have been on eBay less than six months and sell an item above £50
You have a feedback score of less than 98% and sell an item above £50
More than 5% of your transactions result in dissatisfied buyers*
You have an average Detailed Seller Rating (DSR) of 4.5 or less
You have received less than 20 Detailed Seller Ratings
You are listing your item in a higher-risk category which include gift certificates, video games, mobile phones, computers, and consumer electronics

PayPal will not hold payments for eBay items if you meet the following criteria:
You have been an eBay member for more than 6 months, and
Your total Feedback score is greater than 100, and
Fewer than 5% of your transactions result in dissatisfied buyers*

Or
Your average DSR is greater than 4.5, and
Your have received more than 20 DSRs in the last 12 months
Your buyer dissatisfaction percentage is less than 5%

* Buyer dissatisfaction percentage is measured by adding negative events as a percentage of your transactions. Negative events include negative and neutral Feedback, Detailed Seller Ratings scores of 2 or less, and Item Not Received or Significantly Not As Described disputes.

When:
If your eBay payment is being held, PayPal may release it when one of the following is met:
The buyer leaves positive feedback after receiving the item. (Payments are released 24 hours after feedback is left.)
After 21 days have passed without a dispute, claim, chargeback or reversal filed on that transaction.
Three days after PayPal confirms item delivery.
