How to Remove Headlight Washer Blank Plates?

Anyone know how to remove the headlight washer blanking plates? Those bits of plastic that cover the wholes on the bumper where FF's washer nozzles come through?

Is it a bumper off jobby?

They unscrew from the other side of the bumper
it can be done without taking the bumper off but i wouldnt recommend it!
