its a loop... its a drift track... used for touge drifting, seen it on a few drift vids, people pay to use it, few of them in japan... and when they have mastered those, they go on to the private skyline toll roads (mountain passes that you pay to use) which hardly anyone is ever on and do races, good thing is they are mostly unpoliced...
