makes a difference yes, you're not always on full boost. it's a big generalisation, but longer is better for torque and midrange, and short is for top end high revs power

There are limits to everything, a longER tract will give more torque at lower rpm, shorter higher peak power and lower torque. This is the general trend.

In my experience, if you apply this to most fwd cars though, where space is limited, you'll find the longer end of what you can fit is only just long enough...i.e is far easier to go too short and loose power and torque.
