Insurance - drving other cars 3rd party

does anyone know any companies that allow the p/h to drive other cars third party only, that would be allowed for a 19 yr old?

Most seem to be restricted to 25 and above

CIS are the only one but the rules were always under question about them removing this.

They do say its only in emergencies that you can drive other cars though how you define emergencies I don't know.
