Intermittent ABS fault (Mini R53, not Clio)

I'm just after some suggestions before I start digging deeper. I have an intermittent ABS fault on my Mini. I've just had my fault tool plugged in and when the error happens the front left wheel sensor starts to give a lower speed reading than the other 3. 3 sensors will be reporting the correct speed but the 4th will be roughly 1/4 - 1/3 the actual speed.

Which is more likely, sensor fault, hub fault or a wiring issue (or something else I've not even thought of)

Swap the abs sensor from the wheel on the other side of the axle. If the fault moves to the new location, it’s the abs sensor. If not, wiring etc.

I'm hoping to avoid doing that, they're not the easiest things to remove in one piece. I might give it a go though. A new sensor can be picked up for less than £20 though so I might just stick a new one on anyway.
