Large scratches and rust

Can anyone tell me the best way for dealing with large scratches that are sort of bashed. The guy i bought the car from said something about compound or liquid metal :S

There is also some rust on the car.

How would i go about sorting it, so it looks new? Would it need sanded down? then repainted?

How deep are they - right to the primer?

The rust is just annoying really, it looks sort of bubbled.

The other scratches have went through the green paint and i can see white, if thats primer. Sorry im new to all this

Rust will needed cutting out, and the panel repaired and painted, scratches will need paint aswell
