Lights blinding people

When driving at night, loads of cars flash their lights when coming in the other direction to me, I have no adjusted the lights in any way, but they do seem high, how do i adjust these iirc they are self adjusting, which is clearly not working properly.

either the adjuster in the car, or on the back of each headlight should be a motor with a white plastic allen key thingy, id nip it mot place and get them to adjust for a fiver
