MK2 rust inside fuel cap

Hello,

When I bought my little baguette last year I noticed some bubbling inside the fuel cap. I keep the car clean but over the winter months I've noticed the bubbling has got worse t get me concerned as I don't want this car to end up with holes like my Triumph. Anyway me question is how do I go about repairing this ad what sized bolts/rivets wild I need when it comes to reassemble.
