PIAA Xtreme White Plus have been my go-to upgrades.
Noticeable difference over standard, and if you are getting H4 versions, the anti-vibration version is good for longevity in cars with harder suspension.

They're not cheap, and you have to beware of fakes, but I would (and have) bought them more than once because I've been happy with them!
