I did read somewhere on another car forum that a guy had his track car MOT'd as a "track car" and it had fixed seats and it passed...
As long as you can got to the rear seat belts it will pass no requirements about rear passengers getting out.
Fixed buckets are ok in my book because they don't move
It looks like the OP only has one fixed, passengers can leave via the passenger door. Where they should be going so I don't have to move my seat.

I don't think you're quite thinking about "in case of an accident" - if you pile the passenger side into a tree the driver would get out and leave the people in the rear seat to die
I think it's probably worse only having one - as if you had 2 you could argue with the MOT place that there's no way for them to get in the back to start with
Just hope your MOT station are friendly
