not starting

friends clio 1.2 16v on a 52 plate. was running ok until it yesterday morning now won't start. cars is not sparking, crank sensor has been changed. any ideas?

have checked the coil pack and its only reading about 1.4v so is well down. the earth is all good. I'm guessing new coil pack or could there be another reason to be so down on voltage?
