numberplate light not working

just fitted an LED bulb into the number plate light and its not working.

the previous bulb didn't work either as far as i am aware (only looked in the daytime) so i presumed it was the bulb.
But now ive tried this one (in the daytime again) and its still not working.

am i doing something wrong? has a fuse blown? or has it got some sort of light sensor that works independently to the light switch?
