They do both.

fancyplates are based in ireland - so with "International" post (yes, seriously) and the irish laid back delivery times LoL they usually take a minimum of 2 weeks!

That said, I was very impressed with mine - exactly what I ordered, top quality, and came with both screws and sticky pads

Fancyplates don't seem to have the option of 3D letters though ? I guess you have to request it ?
