ok, i'll try and explain this the best I can - there may be an easier way to do this, but its the first way that came to mind.
this is assuming youre using ms word 2003 (think ive done it this way on word 2000 too)
on the page before where you want the numbering to start you need to insert a section break: Insert > Break, and choose under section breaks 'Next Page'.
You should now see when you do View > Header and Footer that all the pages up to this section break (ala 1,2,3) it should say 'Header - Section 1' and 'Footer - Section 1' by the header and footer and on all the other pages header and footer - section 2 same as previous.
Click into the footer of any section 2 page and on the Header and Footer toolbar (which should have automatically come up) click the button named when you hover over it 'Link to previous' so it turns off (the words 'same as previous' by section 2 footers should go too). In a section 2 footer, click Insert > Page Numbers, choose if you want it centered left or right etc., leave start on page 1 ticked, then click Format..., at the bottom choose Start At from the page numbering bit, make sure it says 1 in the box, click ok, ok and hopefully it works!
just tried it in my word 2003 and it worked fine, hope this helps
