Painting over chrome?

I want to paint over my rear two exhaust pipes,i have the 182 set up on my cup but want to change the chrome look to matt black or satin black.Any help on how to do this please?im guess you have to sand down the pipes first then eitch primer then normal primer then the matt paint is that about right?.
