Passenger seat release problem

I've had a quick search but can't really find exactly what I'm looking for.

The lever to let someone into the back on the passenger seat isn't working. It's like it's locked and it won't even lift up. It's done it before but then it just suddenly started working again.

I found this guide, but you have to lift the lever to undo the screws underneath, and my lever wont lift up?

Would anyone be able to point me in the right direction of another guide or anything?

Does the back rest move forwards as normal?

Yes, as it tilts forward then slides, right? I had a customer's seat that wouldn't tilt and slide forward and i managed to tilt it forwards (but not slide) and i found a 2p wedged in the mechanism! So it could be something as simple as that, or it could be a bit more serious and something is bent.
