Pay as you go

I want a pay as you go chip for a phone that im gonna give sat nav a go on. So dont wanna use it for calls or anything just so i can use the phone.
Whats the best one for this, coz all the ones i know of you have to use or they will cut it off.

can you not turn the phone on without the sim?

I think you have to have the sim to get the GPS signal through the phone network, but i may be wrong.
