is it possible to get into someones PC that has a password on the log in screen without like reinstalling windows?

If you just need to grab something from the hard drive then you could use a Linux live distro or else Hirens Boot CD.

Yep.

There are some utilities that you can boot from that allow you to change the password of a user account.

Cannot remember the name of it the one I have used though!

ERD Boot disk will reset it on Windows XP but doesnt work on Vista/7

What version of windows is it running? If its XP you can press CTRL + ALT + Del twice and it should bring up the widows 2000 style login where you can enter Administrator and usually people leave the password blank

Backtrack, Konboot, Hirens... There area million ways.
Even government protected systems just require an EEPROM flash to bypass hehe
