I would say second one more likely. Gas pedal has to be big to do heel&tow. brake can be smaller. Basically what ever feels comfortable I would say. Maybe try clutch, brake small and gas big? The gap between brake and clutch is more important than the size.
This is what I did with mine: I also bent all the pedals to be more in the Center position
