Reducing the overall size should do the trick, to a certain extent.

Depends how poor it is. If it's been took on a really poor phone camera for instance, it's probably not going to be improved much.

By the looks of the filename, it's been hosted on facebook at some point, which probably explains a loss in quality due to the high compression. You could really do with getting hold of the original.
