Re-sample MP3's?

Does anybody know of any programs (free idealy) that will change the bitrate of an MP3? Most of mine are fairly big and I wanted to downsize a load of them for playing on the phone.

Possible or not?

Audacity will do the job, does for me.

Will need the Lame encoder if you havent got it already.
