Rear Arch - Making Me Mad!

The damn rear arch is doing my head in.

Ok, so it grinds on bad bumps.. its the inside arch! The rear arch is double skinned.. and I can see where its catching, so, in true Daz style, I rip away all the sealant which is causing the scraping... to see another skin inside.. which has an evil ridge on it - which is catching the rear tyre! So, I whip out the file and start working - not getting very far.. Also because its been catching, the paint on the arch lip is starting to flake off.. not good.

So..

How do I get rid of that ridge.. filing is being very lame.. hammering it is not an option cus itll smash the outer arch then! I guess I can just put some silicone between the arch lip and the inner skin to seal that up again once its done?!
How can I stop the flaking - I was thinking about getting some touch up paint and putting that along it - should seal it up? (and also cover the bare metal the flakes have left!)
And theres metal showing under the arch too.. on the inside. Whats best to cover this with? The touch up or get some nice big fat hammerite and slap some of that under there!
Starting to really annoy me now the car.. If I could get this sorted.. Id be a lot happier. Just small things like this make me mad.

Daz.
