Rear right possibly seized?

Hello chaps!
Just been for a very short drive in the 200, parked up to get some food and when I set of again the car felt sluggish and like the handbrake was stuck on. Got home and the rear right disc was glowing hot and the handbrake cable was slack. Seized cable caused this? Any way to free it so I can get it to a garage?

Handbrake cable was the cause, managed to free it up in the end
