Rear Seat problem

my rear seat is jammed the botton just keeps falling down and the locking mech does not wanna release one side good these is crap is this a common fault, is there a way of releasing the catch as i need to drop these down....

is the a way of doing this

come on some one must have had this problem with the switch mech jamming....
