Its not ethical to wait till a part breaks or wears out before replacing. A lot can happen in 12 months on a car and they only report what potentially needs doing during that next 12 month period.
You have to remember 90% of the public dont even wash their own cars let alone maintain them or look to see whats wearing out!
Stating that something is broken or indeed actually worn out when it isnt is a totally different ball game.
