Red immobilizer light steady on - UCH or wiring ?

so the other day i welded the throttle pedal cables to the ECU (bought the car like that).
after finishing the job the car won't start. turning the key (both keys i have), red light lit and stay lit, oil pressure light lit also and thats about it. no starter and bump start also won't work.
if i turn the key fast directly to starter so it will turn the engine. no start. oil pressure light will shut off for 5 seconds and then light again.

a friend of me came to help with the CLIP and it said there is no connection to computer. there where some faults but he erased them before i sew the numbers or names. my friend says its the UCH stuck or something like that. i don't thing so.

after searching a while here a few people said it would be a broken 2 wires that go between the UCH and ECU. does anybody know what they are ? which numbers ?
or if it is the UCH, how can i verify it ?

reminder, that problem didn't exist before the welding.

p.s
tried to connect via ELM327 OBD (wifi-iphone) it will connect to the device but won't establish connection with computer (thats what the log says)

God knows what welding your throttle means.

Look at the small relays in the engine bay as they oftern cause this problem if faulty, seen it three times now.

A bad gearbox earth will also do the same thing

May sound an odd question, but what state is your battery in?

My son's clio had a flat battery and after being charged it did the same, need a reset (can't find the thread at the moment, but is something like ign on, off, lock doors with keyfob, open doors and start car????)
