Replaced window regulator... still not working!?

So I got my replacement window regulator on, all installed properly. Went to hit the button and... still no movement I made a short clip so you can hear the noise it makes.

Basically at the beginning I'm trying to move the window down, nothing... then I change and attempt to move the window up (even though it's fully up) and you can hear something trying in the motor. This is the same regardless if I'm using the passenger side switch, or the drivers side. Any ideas!?

Okay been doing some more research and sounds like the next thing to try is the UCH. Found a fantastic thread about it, but I'm just wondering where the hell is this? Be good to be able to test it first as seen here...
