Rubbing Noise on Standard Suspension

Hello....

i have a 1998 mk1 clio and i have recently put new alloys on which are 15"....but wen i have people in the back...i sumtimes hear rubbing noises going over sum parts of the road.....i have noticed it is only at one side and checked the rear passenger arch....there is a plastic surrounding that seems to be rubbing against the wheel....can anyone shed sum light on this situation and tell me what to do

14" wheels or new stiffer springs may help.

whats the offset of you factory mags and width and what are they for the new rims?
