shaking steering wheel

hi just a question. i hav a clio mk2 ph1 1.2 8v, lowered on 16in team dymanics had a bit of a problem, been every time i was reaching 40 and up to 70mph the steering would shake quite bad, enough for me not to want to drive at though speeds. so i changed the wheel bolts and had the front 2 balanced which did sort the shaking at 40/50mph ish. but i still have it whilst driving 50 +, and the only thing i can think of is a buckle in 1 of the wheels but wouldnt the steering shake all the time if this was the case, really want thhis sorted as just bought 4 new yokos for them. haven't yet tried swapping any of the wheels around. thanks

Are the wheel hubs a tight fit around the hub? (the round hole in the middle of the wheel bolt holes)

Tried swapping front and backs around?

If you have one buckled wheel on the front then it might eliminate it, but if one was buckled surely it would of showed up when they were balanced?

Can you still drive through the wobble? does it still disappear at 70?

Year they seem to fit like a glove . And for 70 mph a havnt yet tried because I don't really want to while it is doing it. If I am doin 50 and while accelerating the shaking seems to stop. And the tyres seem fine. havnt tried swapping the wheels yet think I will have to do that nxt. Will spacers help or make it worse?
