smallest wheels to fit 172?

Ok so need to find some wheels to put on the 172 whilst wheels get refurbed and have been offered some 13" wheels, but don't know if they will fit?

They'll fit the back but the fronts need to be 15s or above

I've got a couple of 15" steels kicking about if you need some, don't think tyres are legal but do hold air
