Suede wheel help

Had my suede wheel for about a year now. Try to regularly clean it every weekend but has still gone all shiny and horrible to feel. Anybody know of any methods or what correct products i need to return it to as near as new as possible? Pictures below,

I think gally recommends warm water fairy liquid and a toothbrush
