suspension -60mm

i have 16" wheels on my clio 1.4 sport x reg. i have lowered it 35mm and am consifering lowering 60mm. i have seen several clios lowered 60mm with the arch sittin very close to the tyre. will this rub? or can a suspension kits not make it rub?
