I think it's linked to the alarm so when he unlocks the car the headlights come on and then when he locks it they turn off, tis a good idea specially if you lose your car in a big car park.

Tis a good idea till your starter or ballast/ xenon starts playing up !!

Xenons do suffer damage after continued on/off motions - due to high starting voltages.
