How can I find out if my 2004 172 is using a throttle cable or not?

it's not. only phase 1 172s did every sport after has had FBW

i would presume this is purely down to the rubber/silicone elbow that attaches it to the TB, if so (call K&N to confirm) there are plenty of tuners that could supply you the correct elbow to fit the kit on to your car.
