Can you access the internet options? Tools>Internet Options

chances are you wont be able to do it...

try www.proxify.com or something similar, but they will most likely be blocked.

I am incharge of the web filter in our building... there is no way around it after all of the policies etc.

Ebay.co.uk is blocked here, but did a search on google and found an indirect link that took me to an item description, and as long as you don't go back to the home page you can search away.

Certainly is. We are only a small company, but have recently been bought by Experian. So things will be getting very strict before long I imagine
