That's certainly going to deal with a good chunk of it. It's going to stuff the engine tuning business anyway, so the economic argument for the tuning industry becomes a moot point from an engine perspective.

Also who is supposed to enforce these proposed changes?

The MOT station? They don't have the capacity to check ECU maps, not without a ton of investment.
The police? The same police that don't have the funding or manpower to tackle this problem in the first place?

No, it's gonna make it even easier, you're doing cooling, heatsink mods and modifying the controllers and parameters with your laptop at home with easily available gear, motor rewinds and swaps will become off the shelf with firms rewinding for more speed vs torque or with hex wire (or silver for the flash b******s), etc, or bolt in bigger units so you can fry your drive controllers and overheat your batteries to your hearts content.

Even worse all your drivetrain controls are probably going to end up part of that (they already are even in a lot of high end ICE cars atm) so you can tweak the stability controls, regen braking, ESP, traction control levels all the the same controller...
